I wouldn’t think dressing rooms or lockers (unless allocated to the opposite sex) would count… those are generally considered ‘private’ spaces, in that exposing your junk to other people who are all allowed to be in that same space isn’t considered a violation of any conventions. I suppose someone might be surprised that someone seemingly goes ‘out of their way’ to show off their cock, balls, or ass by for example, not putting on a towel or clothing when it’s readily available, but it still shouldn’t be shocking that seeing someone else naked or ‘exposed’ could happen. So, I would have to disagree with the notion that exhibitionism involves pointedly shocking or surprising those around you. I would sooner attribute a sense of violating otherwise present social norms… in that you simply cannot usually just walk around exposed in public spaces.
